They decide to set a fire, which is put out by fire crews who also receive a call to attend a road traffic collision (RTC). A fire crew from another station attends the RTC whilst the local crew is busy putting out the rubbish fire started as a bit of fun. After they arrive to support the fire crew at the RTC, the driver of the vehicle dies. The Service will be working closely with each of the five local authorities in Tyne and Wear to carry out clear ups to get rid of any rubbish or fly tipping as part of the campaign. They will also remind residents to only put their bins out on the morning of their collection and to bring them back in again straight afterwards, toavoid them beinga target.

Various agencies work hard to prevent unnecessary deaths but Public Health England are hoping to save even more lives through a new partnership with fire and rescue services. Greater Manchester is one of three services chosen to support the health and social care system by promoting public health and preventative health care when visiting people in their homes. The service already visits over 60,000 homes each year to fit smoke alarms and provide fire safety advice but now firefighters will also use the opportunity to give advice on falls prevention, cold homes, social isolation and flu inoculations. They will take action or refer residents onto other health and social care services, including those provided by voluntary sector organisations such as Age UK. These checks will be known as Safe and Well visits, and will also see firefighters taking action and giving advice on health and crime prevention issues, as well as traditional fire safety measures. Chairman of Greater Manchester Fire and Rescue Authority, Councillor David Acton, said: Over the last 10 years we have seen accidental fires fall dramatically as a result of the early intervention our staff have carried out by providing fire safety advice and fitting smoke alarms. If we have the opportunity to make a bigger impact while we visit homes, by looking for obvious ways to keep people safe during winter or safe from crime, then why wouldnt we? We know we have unique access to a large number of homes, many are the same people who are at high risk of winter-related illnesses, so it makes sense to collaborate with PHE to improve the lives of residents in Greater Manchester. We want to use our skills and expertise to help save lives in other ways by working even more collaboratively with our health and social care partners. A spokesman from PHE said: Public Health England is working with the Local Government Association, NHS England, Age UK and the Chief Fire Officers Association (CFOA) to develop a shared view of how fire and rescue services can use their capacity to support the health and social care system including promoting public health and preventative health care. Fire and rescue services have seen success in reducing demand for their services by taking a preventative approach through home safety visits (or more recently, safe and well visits). Those factors that predispose someone to being at risk from fire also predispose someone to be at risk of having or developing long term and other conditions that create demand for other organisations.

County crews are currently assisting on the east coast as the area prepares for a potential tidal surge. Three severe flood warnings, indicating danger to life, have been issued. About 2,500 homes on the Essex coast are being evacuated as the tidal surge is expected to hit the south-east of the country from midnight tonight. In Great Yarmouth, Norfolk police are visiting 9,000 homes advising residents to evacuate. Respite centres are also being opened in schools. More than 20 local firefighters and officers are in attendance across the area with high volume pumps, rescue boats and command support equipment. Boats and personnel from the Severn Area Rescue Association (SARA) are also making their way to the area. In 2011, Gloucestershire Fire & Rescue Service joined forces with SARA to provide the first UK water rescue centre meaning the people of Gloucestershire and beyond now have on call an unrivalled provision for marine and land search incidents. Jon Hall, Chief Fire Officer said: "Gloucestershire has often benefited from incoming support as recently as last November during severe weather so it is good that we are able to offer help to other areas when they deal with incidents on such a scale. We have good welfare and support arrangements in place for our crews while they operate the other side of the country and obviously wish them well with their operations." Cllr Will Windsor-Clive, Cabinet Member for communities, said: "It's great that Gloucestershire Fire and Rescue Service is working with SARA to help people on the east coast today. I am confident that they're doing a brilliant job. We have vast experience of dealing with water incidents after we were faced with similar experiences during the 2007 floods." New HTTP 451 error indicates pages have been blocked or censored


The code has been made a new standard by the Internet Engineering Task Force (IETF) to indicate when sites have been taken down for legal reasons. Described as an 'HTTP Status Code to Report Legal Obstacles', it is hoped that 451 errors will introduce a new level of transparency about sites that have been killed by governments or law enforcement agencies. In some ways it is an extension of the 403 (Forbidden) error, but it provides a little more information as to why a particular site cannot be accessed. While a 451 error need not provide specific details about why a site cannot be displayed, it does at least indicate that a legal request has been sent to the host. As noted by Mark Nottingham , chair of the IETF HTTP Working Group, it was felt that a distinction needed to be made from a 403 error which 'doesn't say "I can't show you that for legal reasons"'. The standard is defined as: This status code indicates that the server is denying access to the resource as a consequence of a legal demand. The server in question might not be an origin server. This type of legal demand typically most directly affects the operations of ISPs and search engines. Responses using this status code SHOULD include an explanation, in the response body, of the details of the legal demand: the party making it, the applicable legislation or regulation, and what classes of person and resource it applies to. While an explanation for inaccessible sites is proposed, it is not required. The standard goes on to say: The use of the 451 status code implies neither the existence nor non-existence of the resource named in the request. That is to say, it is possible that if the legal demands were removed, a request for the resource still might not succeed. While the status is still due for some attention from the RFC Editor, the 451 message can be used right now.

Mr Graham joins from the Department of Transport having previously worked on many of the UKs major infrastructure projects including the high speed rail strategy, in addition to leading the team supporting Sir Howard Davies Airports Commission and working on the London Olympics. The Chancellor said of the appointment: I am delighted to appoint Phil Graham as CEO of the National Infrastructure Commission. The NIC will provide expert, independent advice to the government on the most pressing infrastructure challenges facing the country. Phils role as CEO will be vital in overseeing this work. The Chancellor announced back in October the creation of the National Infrastructure Commission to give expert neutral analysis of the long-term infrastructure needs of the UK. Since its formation, the commission has been working shadow form and has been chaired by the former Transport Secretary, Lord Adonis. Supporting the appointment, Lord Adonis described Mr Graham as supremely qualified. He commented: He has done brilliant work on a wide range of nationally significant projects from high speed rail to the London Olympics and most recently as secretary of the Airports Commission. He is an excellent public servant and I am confident he will be superb in his new role. The commission will publish a National Infrastructure Assessment every Parliament, putting forward its analysis of the UKs infrastructure needs over a 10 to 30 year horizon. The government will be required formally to respond to its recommendations.
